The deeper answer is that on an iPhone, encryption — not overwriting — is what keeps a "deleted" photo from being read back. Step-by-step

1. Delete the photo the normal way. Open it, tap the trash icon, then confirm Delete Photo. It leaves your camera roll and lands in Recently Deleted, under the Albums tab.

2. Force permanent deletion before the 30 days is up. Open Recently Deleted, select the photo (or tap Select > Delete All for everything in it), and choose Delete. Once it's gone from that album, it's gone from the Photos app for good — no need to wait out the countdown.

3. Check whether iCloud still has a copy. With iCloud Photos on, a deletion — including the Recently Deleted countdown — syncs to every device signed into your Apple Account and to iCloud.com, so step 2 only needs doing once. But a separate iCloud Backup made before the photo was deleted can still contain it, sitting there until that snapshot ages out or gets replaced by a newer one. This is the single most common reason someone thinks a photo isn't really gone: it's not in Photos anymore, it's inside an old backup.
